We have our first Stewards Council call tomorrow at 9am. Call info is:

Last Thursday, we had a "pre-call" for folks who can't make tomorrow.
Participating were Eugene Eric Kim, Brett McDowell, Joachim Miller, David
Recordon, and Drummond Reed.
The crux of the conversation centered around Stewards Council process,
specifically how we'll vote and collaborate. Some of our discussion is

We had general consensus on the call on the following voting procedures:
* The mailing list is considered a quorum, since everyone on the Stewards
Council is "present" there. Those who don't vote will be considered
abstentions.
* After a call for vote, there will be a 72-hour voting period.
We also discussed the following questions:
* Should the Stewards Council have regular "mandated meetings"?
* Should there be a mandated discussion period prior to a vote?
The majority seemed to agree that a regular "gathering" would be a good
idea, although we debated the frequency and whether it should be mandatory.
Brett suggested that when our ad hoc process failed us, we revert to
Robert's Rules, and people seemed to like that idea.
Brett also proposed that the Stewards Council appoint a chair. That chair
would have the power to call meetings and could decide how long a
discussion period should be prior to a call for vote.
Joachim suggested that there be a "three strikes" rule for voting, meaning
that if a Steward missed three consecutive votes, s/he would be removed
from the Council. This would be one way to keep the Stewards Council
active and relevant.
Other issues discussed:
* Brett asked how working groups get resources. The answer is to ask.

* Brett asked whether the Identity Commons should support SAML. Eugene
responded that migrating to OpenID-enabled MoinMoin was the
SimplestThingPossible, and that if the SAML working group created a
MoinMoin module, we would install it.
