[Community] role of Stewards Council chair

I apologize for dropping out before this came up.
Brett had proposed that, when an item was proposed for a vote, the
Chair have authority to determine classify the item. For example (my
example), urgent, important, routine, change-of-our-rules. This
would determine the voting rules for that particular item.
This proposal would enable us to act quickly when that was
appropriate, and slow us down when that suited the situation. As
with any matter, the members of the council could vote to overrule the chair.
I like this and do not see it as an undesirable complication. But I
mention it in this message only to keep it on the table. I propose
that, rather than discuss this on the list, we discuss this on a
phone call, with Brett and Dan present, if possible. (Of course,
everything we adopt will go through the formal public discussion and
voting process, just as will the matters that were settled at
yesterday's phone meeting.)
