[Community] IC2 next steps

Hi folks,

As you may have read in the summary from last week's meetings, we're about
to head into a bootstrapping phase, which will lead us to a "real"
organization.  (Or, as someone said on the call on Wednesday, an
"unorganization.")

As explained at:

Identity Commons will consist of a set of Working Groups.  Each Working
Group will appoint a steward, who will serve on a Stewards Council.  This
council will make organizational decisions.  The process for doing all of
these things are documented on the Wiki.

Working Groups need to be approved by the Stewards Council.  Since we don't
have a Stewards Council until we have Working Groups, we need to bootstrap
ourselves.

The way we'll do this is as follows.  If you would like to form a Working
Group, you must follow the procedure and have a charter and a rep finalized
by 11:59pm, Friday, September 15, 2006.

At that point, anyone who is on this mailing list or who has participated
in any of our phone calls over the past six months will get to vote on
whether or not those working groups are approved.  You will vote +1 if you
approve, -1 if you don't, and you can also abstain.  Groups that get a
majority approval (not counting abstentions) will be approved.

Voting will end on 11:59pm, Tuesday, September 19, 2006.

So get cracking on those working groups!  Hope to see many of you next
Monday at the Identity Open Space.
