[Community] updating the moin wiki(s)

Owen Davis and I created the initial Identity Commons wikis, including
<http://wiki.idcommons.net/>, several years ago.  Identity Commons has been
providing the hosting, and soon the torch will pass to 2idi which looks
forward to providing this and other services for the community.

Initially the wikis ran Moin 1.1 and now are at version 1.2.4.  Modern Moin is
at version 1.5.x and supports WYSIWYG editing and OpenID authentication.  I am
planning on upgrading the wikis to 1.5.x in October (after the Stewards charters.
