Peter,

Great stuff. In your charter you suggested calling this "SAML Working
Group", which is a much simpler name than the placeholder "SAML ID
Authentiation Service Working Group". However I was concerned that folks
might mistake that name for the OASIS SSTC (often called the SAML TC). So I
revised it to "SAML Commons Working Group", since it really is a sub-commons
for SAML work.

Feel free to revise it to something else if you don't like that.
