[Community] Stewards Council proposal

Now that we have a Stewards Council, there's plenty of work that needs to
be done. :-)  I've proposed an initial agenda at:

I'd like to propose that we schedule a phone call for next Wednesday,
September 20, 9am PT to work through some of these issues.  For this first
call, I think it's important that all of the members of the Stewards
Council be on it, so if you can't make this time, please propose another
time.  Please do this _off-list_, so that we can be somewhat efficient.

I think we can also make that call more efficient by tackling many of these
issues here on this mailing list.

One other reminder: The Stewards Council process is open and transparent.
Everyone and anyone is invited to participate, both on the phone calls and
on this mailing list.  So please do!
