+1 to Gabe's extension except I'd make the inactive period 30 days, as it's
easy for discussions to go into hiatus for that long over the summer,
holidays, etc.

+1 to this, except I'd add a requirement that a discussion group must vote
within its own ranks every N weeks to keep itself in existence -- to keep
the tree of lists pruned. Alternatively, we could have a rule whereby if no
email is posted to a discussion list for 2 weeks, the discussion list
closes.
