Gabe, I don't disagree with you.

I was making an argument using the premises given in a previous 
message.  There were multiple considerations in that message and I 
wanted to push the dead list problem to the bottom, to let the other 
considerations decide the question.

I feel it is fine to have some way to extinguish a mailing list.

Others,  I do disagree with you.

I feel is should be extremely easy to start a mailing list.  We are 
all nice people, so no person will be forced against their will to 
sign up for a new list.  I feel it is unnecessary to place a hurdle 
in the way of creating a list.  When someone proposes a working 
group, they should be able to have a list immediately.  Push things 
out; don't centralize them.  Besides: Otherwise, the formation of the 
working group will take place on the general list or lists or 
somewhere else where it does not belong.
