There remains one other possible action, which does not require 
authorization by the Articles:

       Say: "Shape up!  Or else."



I'm sympathetic with the thought that we propose to limit ourselves 
to only the rattling of a mighty big gun.

I'm not happy thinking about drafting rules for the steps of a 
prescribed process.  And less happy thinking about time spent 
discussing how to step through such a process.

Having to choose, I stick with the single big gun.
