OK.

I'll back of to this:  The composition of the Stewards Council is the 
central item we must depend on the Articles and By-Laws to 
regulate.  The procedure must be clear and well known.  It must be 
hard to change.

(I believe we have agreed that the By-Laws should be hard to change.)
