[Community] separate processes to deal with a working group and it's representative

Folks:

There is concern about how to deal with working groups that are { bad 
| polite term having more or less the same meaning } or long time 
inactive.  Also there is concern about how to deal with working group 
representatives to the Stewards Council that are { just too much 
trouble | polite term having more or less the same meaning }.

It has been proposed that we define two processes, one for each 
concern, that ensure we, ourselves, do not behave badly in dealing 
with such troubles.

Please think about this:

Do we want a working group that we can't persuade to send a 
representative that is not just too much trouble?

Perhaps, as I do, you answer: No, we do not want any such working group.

Then you may agree with me that we do not need two separate processes.

We will do just fine with either a process to remove a representative 
or a process to remove a working group.
