Folks:

Please consider this:

We all know that it is at best extremely difficult for 535 people to 
sit in the capital and make up rules that no one out of 300,000,000 
can figure a way to get around.

This may suggest to you that we not spend much ink on rules that 
force us to be good about removing working groups or their representatives.

The best rules will be short and simple.

p.s.  Perhaps a requirement to post the proposal to remove and then 
wait no less than a certain number of days before acting on it.


Or, do we already have a general rule that require this for any action?
