[Community] usability working group (was: iiw.idcommons.net wiki broken - Fixed)

We have talked about this a few times....

All new working groups that are good ideas of small groups of people  
start out NOT as third level domains but on the Identity commons  
wiki.  Larger things - there is a discussion about them hosting their  
own stuff...like VRM is doing or IC hosting like is happening for IIW.

There should not be in the charter template a default to ask what the  
third level domain is.

For this  http://www.idcommons.net/usability will do just fine to  
start with.
