[Community] call for discussion period: new votes

We are withdrawing the proposal for Cloudtripper (which is uses Higgins
software) and substituting a proposal for the Higgins project itself. Our
center of activity in this area is currently the Higgins project.  We expect
to re-propose Cloudtripper in the future.
