I see your concerns, Johannes, and I think the notion of an incubation 
period seems reasonable.  But I think we need better criteria than "in 
the view of somebody authoritative."

Two specific thoughts: Regarding Wikis, I see no reason to create Wikis 
for working groups that do not currently exist, because that work can 
start on the Identity Commons Wiki.  Even for existing Working Groups, 
I'd encourage starting with our common Wiki first.

Regarding mailing lists, the ideal situation would be to create them for 
anyone who asks reasonably, and then to kill them off after an incubation 
period, as you propose.  What complicates this is that they're a pain in 
the ass to create, at least right now.  That might change shortly.

Ultimately, if someone can come up with a relatively objective criteria 
for "asking reasonably," I'd be in the favor of adopting a policy like 
this for mailing lists.  But not for Wikis.
