This is a good point, Drummond.  I think the best way to address the
bootstrapping problem is to tackle them one concrete problem at a
time.  That's why the research you and Charles did on director's
insurance was so useful.  If there are other scenarios like that, I
suspect we'll find people with energy to research these scenarios and
to figure out ways to make these services available.
