[Community] Measures of adherence to Identity Commons Purpose and Principles

The second paragraph below does not appear to respond to the point of 
the first paragraph below.

The first paragraph suggests each working group specify how the their 
adherence to the Principles will be measured.

The second paragraph says the charter must conform to the Principles.

It does not say to we have a practice of requiring working groups to 
declare how their adherence will be measured.
I don't believe we have such a practice.
It is a good idea.
